Hello...i waana ask about doctrate in CANADA in BIOMEMS which come sin VLSI design field?

helllo... frnds... i waana do my Ph.d from Canada. will anyone tell me that hw can i get fellowship there for persuing my doctrate and there is any need to give ILETS to do Ph.D there.Plz help me out ?
