How can an allergy sufferer keep the house cool and keep the cost down?

I know most say open windows and put celing fans on but when you have allergies keeping windows open is the worst thing to do (your allowing pollen & dust to come in). Celing fans will blow any household dust around. So what can I do to keep cost down??
