Would it be any easier if i'm more outgoing to make people get over my disability?

I’m in a wheelchair cause I have cerebral palsy. I also couldn’t talk so I use a communicate device but I can say few words like “hi” and “thank you.” I can be shy sometimes but I’m afraid to stop by people and talk to them because they might feel awkward or give weird looks because of my disability I need to more outgoing to make some friends.
