My parakeet is the devil?

hmm, i dont know much about parakeets, but with most animals in general, he probably hasnt been handled from a young age, and hes just trying to protect himself, becuase he feels threatend. You need to take it slow and talk to him soothingly. perhpas giving him treats. If you think its worth your time, it could be a really long process, but if it isnt, then you can just enjoy your parakeet wihtou holding him, or, you could get him uthenized, but i strongly dont recomend that. perhaps you should just get another parakeet.
